Governance Update: Expanding the Bobu Committee

This is an update from the Bobu Committee.

Bobu is a decentralized IP governance experiment that started a year ago and is now moving into the next phase of decentralized governance. The Bobu Committee is expanding, we will be adding five community members who will vet, refine, and execute community proposals.

The Committee will meet weekly with @DemAzuki and @emilyrosemcg to review new proposals and decide which ones to enter into voting.
